The California Chafee Grant gives current and former foster youth money for college that never has to be repaid, usable at any eligible California college, university or career and technical school. The statutory maximum is $5,000 a year, but for 2026-27 the authorised amount is $4,500, a reduction the state made deliberately in order to pay more students and shorten the waitlist. It is renewable for up to five years, so the lifetime value reaches roughly $22,500. The single most important thing to understand is that funding is limited and payment is made first-come first-served against a real waitlist, so an eligible student who applies in May may receive nothing while one who applied in October receives the full amount.
