Oklahoma's Promise, formerly known as OHLAP, is run by the Oklahoma State Regents for Higher Education and works differently from most state aid: it is a bargain struck years before college begins. The program values planning, sustained effort, and good citizenship over any single test, essay, or interview. The program dates to 1992, when the Oklahoma Legislature created it with the explicit goal of helping more Oklahoma families send their children to college. Students who sign up while still in middle or high school earn full tuition at Oklahoma public colleges, or a set partial amount at private colleges and technology centers, in exchange for meeting requirements all the way to graduation. Those requirements are a 17-unit college-prep curriculum, a 2.5 GPA both overall and within that core, and a clean conduct record with no truancy, substance abuse, or criminal acts. Family income at application must be at or below $60,000 with one or two children, $70,000 with three or four, or $80,000 with five or more, and a second check in college caps income at $100,000. Enrollment stays open from 8th grade through December 31 of senior year, and the state encourages students in grades 8 through 11 to apply by June 30.
