Every Tennessee high school graduate can attend a state community or technical college with no tuition or mandatory fees, because Promise is a last-dollar award covering whatever those charges cost after Pell, HOPE, and other state aid apply. It is not merit-based and there is no GPA bar to get in. The commitments are the hard part: file the FAFSA each year, attend the mandatory meeting your partnering organization runs in the winter of senior year, work with an assigned volunteer mentor, log at least eight community service hours a semester, and enroll full time the fall right after graduation. Juniors can apply from April 1, and the application closes November 1 of senior year, well before most college paperwork. Once eligibility is lost it cannot be regained.
