Tulsa Reconciliation Education and Scholarship Program
Offered by Oklahoma State Regents for Higher Education · Free to apply
The Tulsa Reconciliation Education and Scholarship Program is a state scholarship created to keep alive the history of the 1921 Tulsa Race Massacre. It pays up to the average resident tuition at an Oklahoma public college or career technology center, subject to funding, and can be used at Oklahoma public colleges, private colleges in Oklahoma and career technology center programs. Students with documented direct descent from massacre survivors are strongly encouraged to apply. Seniors can apply through the High School track if they attend a Tulsa Public Schools high school and their family earns $70,000 or less; that award covers one full-time year, after which the student can move to the General track. The General track requires family income of $70,000 or less, attendance at a high-poverty Tulsa public school, and residence in a qualifying low-income census block in the Tulsa district. Students must meet regular admission standards. A Langston University-coordinated committee of Tulsa community members reviews applications. The 2026-27 deadline was May 14, 2026.

What drives the odds here
Odds on a scholarship are mostly a question of how many students can enter. Each rule below changes the size of that field.
- Fewer rivalsOpen only to Oklahoma residents
- Fewer rivalsAn official transcript is required
- Fewer rivalsAn income ceiling applies
- Fewer rivalsOpen to a single grade level only
How Solyo estimates this: We model the applicant field from how narrow the eligibility rules are, then divide the awards available by that field. Requirements such as essays and recommendation letters improve a serious applicant’s odds, because most browsers never complete them. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
