If you are undocumented, DACA, or otherwise ineligible for federal aid under AB 540 rules, file the California Dream Act Application instead of FAFSA. You qualify for state aid including Cal Grant.
If you are undocumented, have DACA status, or qualify under AB 540/AB 2000/AB 1899, you cannot file FAFSA (which requires SSN) but you CAN file the California Dream Act Application (CADAA). CADAA qualifies you for Cal Grant, UC Grant, state university grants, and institutional aid at CA private colleges that meet need.
You qualify if ALL apply:
AB 540 allows you to pay in-state tuition at UC, CSU, and CCC, saving ~$30,000-$45,000/year compared to non-resident rates.
CADAA data is protected by state law and not shared with federal immigration authorities. This was confirmed after 2016 and remains the case. The California Student Aid Commission has explicit privacy protections.
Some states offer similar programs (Texas, Washington, New York, Illinois, New Jersey, Oregon, Colorado, Connecticut, New Mexico, others). Check the state. Most elite private colleges outside California will cover full need for undocumented students - but policies vary. Check each school's website or contact financial aid directly.
This is one of the most common information gaps in college counseling. Undocumented students are often told - incorrectly - that college is not an option. It is. CA offers the most complete pathway in the country.
