Commonwealth September 11, 2001 Tragedy Tuition Waiver

Offered by Massachusetts Department of Higher Education, Office of Student Financial Assistance · Free to apply

Massachusetts waives 100% of resident tuition for state-supported courses at its public colleges and universities for the spouse or child of a Massachusetts resident who died, or is missing and presumed dead, as a direct result of the September 11, 2001 terrorist attacks. Students give the college a birth certificate, the death certificate or other official documentation, and proof that the death is connected to the attacks, and file the FAFSA. The waiver is arranged through the financial aid office of the Massachusetts public college the student attends. It is an entitlement, so every eligible student receives it, and it can be combined with need-based aid for fees and living costs.

How Solyo estimates this: State programs that allocate by published formula are modelled on qualification and filing, not on competition, because there is no selection committee choosing between applicants.
