Oregon Tuition and Fee Waiver for Current and Former Foster Youth
Offered by Oregon Office of Student Access and Completion (OSAC) / Oregon Department of Human Services · Free to apply
Oregon's public colleges and universities waive all remaining tuition and fees for undergraduates who experienced foster care, after federal grants, the Oregon Opportunity Grant and the college's own aid are applied. Students qualify if they spent at least 180 days in the substitute care of the Oregon Department of Human Services or one of Oregon's nine federally recognized tribes after age 14 and did not leave that care before turning 16; if they were adopted on or after January 1, 2012 after at least 180 days in care; or if they experienced homelessness for at least 180 days between ages 14 and 24 and meet the program's added conditions. The waiver must first be used before age 25 at an Oregon public community college or university, and it lasts up to four years (12 full-time terms) or until a bachelor's degree. There is no separate application: the student files the FAFSA or the Oregon ORSAA each year, OSAC matches it with state records, and every eligible college listed on the form is notified.

What drives the odds here

- Fewer rivalsOpen only to Oregon residents
- Fewer rivalsRequires a specific life circumstance
- Fewer rivalsOpen to a single grade level only
How Solyo estimates this: We model the applicant field from how narrow the eligibility rules are, then divide the awards available by that field. Requirements such as essays and recommendation letters improve a serious applicant’s odds, because most browsers never complete them. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
