Arizona Tuition Waiver Scholarship for Youth in Foster Care

Offered by Arizona Board of Regents and Arizona community college districts (A.R.S. 15-1809.01) · Free to apply

Arizona law requires its public universities and community colleges to give a tuition waiver scholarship to young people who were in foster care. A student qualifies if they are currently in foster care at age 14 or older, were in foster care at 14 or older, or were adopted from foster care after turning 14; they must also live in Arizona, be a US citizen or lawfully present, have personal assets under $10,000 (not counting scholarships), be under 23, and be accepted into a degree, certificate or other accredited program. The waiver covers tuition and mandatory fees at Arizona State, the University of Arizona, Northern Arizona and every community college, after other federal and public aid is applied, though federal Education and Training Voucher money is not counted against it. Students must file the FAFSA every year, make continuous progress, and after the first year complete 30 hours of volunteer service annually. The Department of Child Safety confirms eligibility, and it does not cover housing or books.

What drives the odds here

Odds on a scholarship are mostly a question of how many students can enter. Each rule below changes the size of that field.

  • Fewer rivalsOpen only to Arizona residents
  • Fewer rivalsRequires a specific life circumstance
  • Fewer rivalsOpen to a single grade level only

How Solyo estimates this: State programs that allocate by published formula are modelled on qualification and filing, not on competition, because there is no selection committee choosing between applicants. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
