Georgia Zell Miller Grant
Offered by Georgia Student Finance Commission · Free to apply
The Zell Miller Grant is the higher tier of Georgia's HOPE Grant for students in technical certificate and diploma programs. It pays the full standard undergraduate tuition rate for the hours a student takes at a Technical College System of Georgia college or an eligible University System of Georgia school, where the regular HOPE Grant pays a set hourly rate. There is no high school GPA requirement to start. Instead the student must earn a 3.5 cumulative college GPA by the end of each term; a student who reaches 3.5 after the first term has that term paid retroactively. The basic HOPE rules apply: Georgia residency, US citizenship or eligible non-citizen status, Selective Service and drug-free compliance. Students apply by filing the FAFSA or the Georgia Student Finance Application (GSFAPP) before the last day of the term. Hours paid count toward the shared 63 grant hours and 127 combined HOPE hours limits, so families should plan the sequence if a degree is the eventual goal.

What drives the odds here
Odds on a scholarship are mostly a question of how many students can enter. Each rule below changes the size of that field.
- Fewer rivalsOpen only to Georgia residents
- Fewer rivalsRestricted to specific intended majors
- Fewer rivalsOpen to a single grade level only
How Solyo estimates this: State programs that allocate by published formula are modelled on qualification and filing, not on competition, because there is no selection committee choosing between applicants. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
