Edward T. and Mary A. Conroy and Jean B. Cryor Memorial Scholarships
Offered by Maryland Higher Education Commission (MHEC) · Free to apply
The Conroy and Cryor Memorial Scholarships help Maryland families who have lost a parent or spouse in service, or whose parent was permanently disabled. Children and stepchildren qualify if a parent died or was 100% disabled from U.S. military service, was a September 11 victim, was a Vietnam POW/MIA, was a Maryland public safety employee or volunteer (firefighter, EMS, police, corrections, National Guard) killed or totally disabled in the line of duty, or was a school employee killed or totally disabled by violence on the job. The 2026-27 maximum is $14,086 a year, capped at the highest University System of Maryland tuition and fees. Students apply through their college's financial aid office by July 15, and awards renew for up to five years full time. For 2026-27 MHEC gives colleges fixed allocations, so amounts may be adjusted.

What drives the odds here
Odds on a scholarship are mostly a question of how many students can enter. Each rule below changes the size of that field.
- Fewer rivalsOpen only to Maryland residents
- Fewer rivalsRequires a military or national-service connection
- Fewer rivalsRequires a specific life circumstance
- More rivalsA five-figure award attracts a bigger field
How Solyo estimates this: We model the applicant field from how narrow the eligibility rules are, then divide the awards available by that field. Requirements such as essays and recommendation letters improve a serious applicant’s odds, because most browsers never complete them. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
