Oregon Chafee Education and Training Voucher Grant
Offered by Oregon Office of Student Access and Completion (OSAC) / Oregon Department of Human Services · Free to apply
The Oregon Chafee Education and Training Voucher Grant is federally funded, need-based aid for current and former foster youth from Oregon who are going on to college or job training. A student qualifies if they are currently in child welfare foster care, spent at least 180 days in foster care after their 13th birthday and left care at 14 or older, or were adopted or entered a guardianship on or after their 13th birthday with the adoption or guardianship finalized after September 1, 2015. Applicants must be 25 or younger, and the last payment must come in the term before the student turns 26. The maximum award was $5,000 for 2025-26; the college sets the actual amount from the student's need after Pell and the Oregon Opportunity Grant. Students file the FAFSA and the OSAC Chafee application, which the Department of Human Services Independent Living Program reviews to verify eligibility. Deadlines are set by the term a student starts. Youth placed in care in another state usually apply through that state.

What drives the odds here
Odds on a scholarship are mostly a question of how many students can enter. Each rule below changes the size of that field.
- Fewer rivalsOpen only to Oregon residents
- Fewer rivalsRequires a specific life circumstance
- Fewer rivalsOpen to a single grade level only
How Solyo estimates this: We model the applicant field from how narrow the eligibility rules are, then divide the awards available by that field. Requirements such as essays and recommendation letters improve a serious applicant’s odds, because most browsers never complete them. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
