Washington Tuition Waiver for Dependents of Veterans and National Guard Members
Offered by Washington Student Achievement Council (WSAC) · Free to apply
Washington law requires its public universities, The Evergreen State College and the community and technical colleges to waive all tuition and fees for the children of eligible veterans and National Guard members who died as a result of active federal military service, became totally disabled from that service, or are listed by the federal government as prisoners of war or missing in action. A child qualifies as a Washington domiciliary between the ages of 17 and 26, and marital status does not matter. Recipients can attend full or part time and use the waiver for up to 250 quarter credits, or the semester equivalent. Subject to state funding, they also receive a textbook and course materials stipend of $500 a year, divided across terms. Private colleges are encouraged but not required to offer the same waiver. There is no state application: the student contacts the financial aid office at the college they plan to attend, which applies the waiver under RCW 28B.15.621 and the Washington Department of Veterans Affairs guidance.

What drives the odds here
Odds on a scholarship are mostly a question of how many students can enter. Each rule below changes the size of that field.
- Fewer rivalsOpen only to Washington residents
- Fewer rivalsRequires a military or national-service connection
- Fewer rivalsOpen to a single grade level only
How Solyo estimates this: We model the applicant field from how narrow the eligibility rules are, then divide the awards available by that field. Requirements such as essays and recommendation letters improve a serious applicant’s odds, because most browsers never complete them. These are estimates derived from each award's published structure, not reported acceptance rates, which almost no scholarship provider discloses. Treat them as a way to rank where the hours go, not as a guarantee.
